While the legal definition of cosmetics is broad in most countries, in some western countries, cosmetics are usually cosmetic products such as lipstick, mascara, eyeshadow, foundation, blush, highlighter, bronzer, and many other product categories.
In the United States, the Food and Drug Administration (FDA), which regulates cosmetics, defines cosmetics as “substances used to cleanse, beautify, promote attractiveness, or alter the appearance of the human body without affecting the structure or functions of the body.” While this broad definition includes any substance intended for use as an ingredient in a cosmetic product, the FDA explicitly excludes pure soap from this category.
